What is Pillar 3 Data Hub (P3DH)?

The Pillar 3 Data Hub (P3DH) is a centralized digital platform developed by the European Banking Authority (EBA) to publish prudential disclosures by credit institutions across the European Economic Area (EEA). The initiative moves away from institution-specific web publications to establish the EBA as the central access point for Pillar 3 data.

This shift, mandated under the Capital Requirements Regulation (CRR), is a core part of the EU's strategy to enhance the transparency, comparability, and accessibility of regulatory disclosures. In the future, P3DH data will also feed into the European Single Access Point (ESAP), further improving accessibility for investors, analysts, and the public.

Impact and Implementation 

P3DH for Large and Other Institutions: Live since January 2026

The implementation for large and other institutions is complete. The P3DH went live on 26 January 2026, following a transition period that began in June 2025.

  • Who is impacted: Large and other relevant credit institutions as defined under the CRR.
  • Process: These institutions are required to directly submit their Pillar 3 disclosures to the EBA in a structured, machine-readable format (XBRL-CSV and data-extractable PDFs). Pillar 3 information is produced by the institutions and published by the EBA without any transformation. The P3DH is now the single channel for these disclosures.
  • Key implications: This transition requires robust data governance to ensure consistency between Pillar 3 disclosures and supervisory reporting (e.g., COREP and FINREP), alongside technical readiness for the new submission formats.
Proposed simplified process for Small and Non-Complex Institutions (SNCIs)

The EBA is now implementing the extension of the P3DH process to Small and Non-Complex Institutions (SNCIs) using a proportional, simplified approach.

On 8 June 2026, the EBA published a discussion paper proposing a streamlined process designed to reduce the regulatory burden for smaller institutions.

  • Proposed approach: Unlike larger banks, SNCIs will not submit Pillar 3 disclosures directly. Instead, the EBA will centrally calculate and publish the disclosures on their behalf, using supervisory data that the institutions already report.
  • Objective: This aims to increase market transparency while minimizing the operational and compliance costs for SNCIs. The industry consultation on this proposal is a key step before the process is finalized.

Implementation timeline for SNCIs

The EBA's discussion paper outlines the following tentative timeline for integrating SNCIs into the P3DH. This roadmap is subject to feedback from the ongoing consultation.

  • June 2026: Publication of the EBA Discussion Paper.
  • September 2026: A pilot exercise is planned with volunteer SNCIs to test the methodology.
  • Q4 2026: Proposed first publication for SNCIs following a staggered approach covering a reduced set of Pillar 3 requirements for listed SNCIs with a reference date of December 2025.
  • End of 2026: Amendments to supervisory reporting ITS.
  • April and September 2027: Publication of a reduced set of requirements.
  • April and September 2028: Publication of a full set of requirements. The process is expected to reach its "steady state," with the first complete publication for SNCIs covering all their Pillar 3 requirements, based on a reference date of December 2027.
